Power Classifications and the accompanying number ratings are used by the PRT to quickly identify parahuman threats and strategize accordingly,[1] although the system is used in non-American countries as well, including capes in India.[2] Each classification is matched with a number indicating severity, where higher numbers mean a greater threat to public safety.[1]

In theory, power classifications are only intended to rate the threat posed by the power itself, and not the user's own skill or any other factors.[3] Power classifications are also not intended to rate the "power levels", usefulness, or raw strength of an ability; only measuring the threat the power poses to PRT personnel and civilians.[4][5][6] However, in practice they are often used poorly, or simply to cut through "red tape" and justify treating a parahuman a certain way.[5][7][8]

Current Classifications[]

In the modern day, the PRT has twelve different categories:[9]

Shaker An ability with an area of effect.[9]
Brute An ability that grants a cape enhanced strength or durability.[9]
Breaker An ability that allows a cape to shift into another state.[9]
Master An ability that allows a cape to control others or create minions.[9]
Tinker An ability that allows a cape to create or alter devices with futuristic technology.[9]
Blaster A long-ranged, offensive ability.[9]
Thinker An ability that focuses on information gathering.[9]
Striker A melee/touch-based ability.[9]
Changer An ability that allows a cape to alter their form or appearance.[9]
Trump An ability that allows a cape to manipulate powers in some capacity.[9]
Stranger An ability that focuses on stealth and/or infiltration.[9]

It’s possible for parahumans to receive hybrid[10] and sub-classifications.[11] Hybrid ratings are issued if two or more aspects are irrevocably linked and are designated with a slash,[12] while sub-ratings are given if a power has side-effects or applications that belong in another category.[13][11] These are placed within parentheses.[11] It’s possible for the number assigned to sub-ratings to exceed the number assigned to the main power.[11]

History[]

The classification system was initially created by the PRT ground-patrol and response teams in New York[1] to classify villains.[14] Over time, the system was used to classify all parahumans,[14] and as many thirty categories were added to account for all the different types.[1] As the time passed, it was discovered that certain strategies were valid against broad groups of parahumans and classifications were condensed until twelve groups were left.[1]

Only two of the older classifications have been expanded upon: The Shifter classification, which dealt with parahumans that could alter their appearance[15] within human norms, and the Nuker designation, which covered Shakers with Blaster-like offensive potential and Blasters with Shaker-esque radius and potential for damage.[16] Other named older classifications include Catcher, Brick, Shaper,[17] Razor, and Controller.[18]

Number Ratings[]

The numbers assigned to classifications are not an indication of raw strength of an ability. Rather, the number rating is a ballpark scale indicating the threat to a team. As such, the numbers also take into account the possibility of harm, but also panic.[1][19]

Exceptionally high or low degrees of control are important to take into account: The first for the possibility of targeting specific team members or civilians, the second for the dangers of collateral damage or aftereffects.[1]

While the number scale starts at one and rises up with no hard limit (still, 10+ are rare and denote very exceptional powers),[20] it’s also possible to receive a rating of zero,[21] or even a negative rating.[22]

It is the responsibility of PRT operatives and parahumans to familiarize themselves with the current ratings for all relevant threats.[1]

  • Poses a threat only just above human norms, an unexceptional individual may be able to cope with the ability or walk away unharmed from an altercation where the abilities in question were leveraged.[23]
  • The ability should be assumed to be a non-threat and need not be identified if other matters prove more pressing.[23]

  • An alert, exceptional, well-equipped, or trained individual should be able to answer or address the ability in question, but it can still prove problematic.[24]
  • Team members are reminded of standard countermeasures and should put these measures in effect when there are no pressing other matters.[24]

  • Civilians, even alert or fit civilians, will not be able to handle the ability (or abilities) in question.[25]
  • Several trained individuals may be required to deal with the situation.[25]
  • Care should be taken to remove civilians from the area and discourage them from participating.[25]

  • One full squad of trained operatives should be able to deal with this situation alone, but exceptional circumstance, context and environment may bias things one way or the other.[26]

  • Additional countermeasures come into effect.[27]
  • A typical parahuman or one parahuman assisting a squad of operatives should be able to deal with the power in question.[27]
  • Operatives can engage until assistance arrives.[27]

As many as thirty categories were added to accommodate other types of parahuman as the methodology spread, and these forms were later condensed as it was discovered that certain strategies were valid against parahumans of a broad type.

    The number rating is a ballpark scale for the threat to a team, rather than any indication of the raw strength of an ability. Adjust for possibility of harm, panic, an exceptionally high degree of control that might allow one to target specific team members or civilians, or exceptionally low degrees of control that might point to collateral damage, spreading effects or aftereffects. The PRT stresses the pairing of number rating with power to encourage immediate and intuitive grasp of appropriate responses to a given crisis.

  3. The actual number rating depends on the impact/strength of the power, obviously. It’s perhaps an oversight, perhaps a deliberate action (or some combination of the two) that versatility of a power isn’t counted unless it’s explicit – and Taylor’s isn’t. An example on how this could be deliberate: a PRT squad that moves in on a situation with notice to expect a, say, Shaker-3 that was rated a three only because he’s too much of a dumbass to use his powers to their full potential? They could be really screwed if said Shaker-3 had a fit of inspiration or some guidance/orders from someone that knew what they were doing. So dumbass gets rated a Shaker-5.
    The flip side of the coin, the potential oversight, is that you get the opposite scenario. Taylor gets rated as a Master-5 based on a discussion & analysis of her power & it’s potential on a surface examination, even though she might be 1-2 points higher given her creativity, versatility and other factors that perhaps the heroes aren’t fully aware of (her range, ability to fabricate spider silk, etc). This sort of situation is mitigated by the fact that the PRT squads are instructed to expect the worst case scenarios, to expect that every enemy agent will be operating at peak efficiency, perhaps, but yeah.

  5. 5.0 5.1 Power levels - Breaker 2, Stranger 14, etc, they're pretty explicitly for the PRT. As in, the bureaucrats and the non-cape guys with the suits & mostly nonlethal weaponry. It's a shorthand way of warning the soldiers, for when there isn't time to say, "Electromagnetic shield, don't waste your bullets!" It is possible for a Brute 3 to be physically stronger than a Brute 5. Capes will use it too, but it's something vague that you use to get a general sense of a situation (see Weld with the dossier in Arc 9, chapter 1). Other cases where it matters are in terms of strangers and masters who require special precautions, and determining what kind of cell a particular parahuman goes into.​
    ​ Tagg slaps a '2 of everything' on Taylor because it gives full authorization for all special measures, and it's a constant reminder to his people that she's a threat in every department. Capes don't have penis measuring contests over it, and it's rare for it to get adjusted unless there's information the PRT doesn't know or someone needs to cut past some red tape (I'd even say the latter case is more common). If a cape is developing fast enough to warrant big changes and it isn't because of the bureaucracy shortcuts, it's easier to slap a high rating on them to be safe and call it done (Going from Blaster 3 to blaster 6? Call them a nine, so your troops aren't surprised).​
    ​ There are no numerical numbers assigned to a given rating. You aren't going to look at the guy who bench presses 9 tons and say "Oh, Brute 9". Way too much context involved.   7. As stated below, the classification system is a thing given to the PRT teams. That's the yardstick - how dangerous is the cape to the PRT?
    If you're comparing things as a raw power level (like the power level over 9000 in DBZ) you're going to run into flaws, naturally.
    Assuming you're going in relatively blind, how bad is the situation going to be? What should your reactions be? Going up against a hostile Canary, no context? You're potentially dealing with a mob. Labyrinth? There were prior circumstances where a far less adjusted Labyrinth (as alluded to in her interlude) justified her Shaker 12 rating.
    It's also, in keeping with the themes of Worm, an imperfect system/structure. In the PRT quest roleplay I ran, I challenged players to gather information and classify capes accurately. It's very, very difficult, and it's never a static number - it changes over time. - comment by Wildbow

  12. Dauntless is a striker/trump. The two aspects are irrevocably linked, thus the slash. In briefer terms, he'd simply be a trump - he gives himself powers, in an indirect fashion. If his shard had manifested differently, he wouldn't have the need for 'totems' - objects linked to the manifestation of his power. He'd simply grant himself the power.

    But the striker rating is because it's touch-based. It would be a very low rating - in a fight against a civilian, being able to grab something and empower it would maybe make a bit of a difference, but the resulting power is so weak it's questionable.

    Cinereal leads the Atlanta Protectorate, Wards, and maintains liaison with the Watchdog group. She’s a powerful breaker and shaker, and maintains a peculiar style of leadership. Her power altered her thought pattern and emotions, which would normally preclude being put in a leadership position, but she stepped into the position as a temporary measure after the prior Protectorate leader committed suicide (owing to PTSD from the local war) and nobody truly went out of their way or found cause to replace her.

    Cinereal had a phoenix motif as a ward, but was forbidden from using her flames for an extended period, and eventually dropped the brand. Her costume makes liberal use of the color grey and very few highlights of color.

    Her power involves creating patches of ash’. In waves, blasts, and on violent contact with a surface, she creates plumes of particulate matter that bleed into the surroundings, converting and effectively protecting it. The resulting matter is dense, heavy, and clings to itself enough that it doesn’t tend to form major clouds, instead collecting on surroundings in crude dunes, some gravity-defying. It is of a volume and weight to easily bury others, forcing those caught in a wave to use raw strength to fight their way free.

    Cinreal can use the material as an extension of herself - it cannot be moved, but she can cover herself and reform/launch herself out of a collection of the particulate, spearing forward and creating more ‘ash’ on impact with a person or location. Doing so consumes a portion of the matter.

    On being wounded enough that her life might be in danger, she will automatically ‘perish’ and reform nearby, again, consuming a portion of the matter, being partially restored in the process.

    She has the ability to set her breaker state and the ‘ash’ on fire. These flames burn at an extremely high temperature (1100 degrees celsius), and consume the ash at a steady rate. She almost never uses this power. The flames can spread, but all flames can be simultaneously extinguished as she exits her breaker form. She is fireproof.

    Cinereal is a very intense ‘lead by example’ leader. She’s aggressive in patrolling and in putting down threats. She expects those she leads to keep up, with little coddling. She doesn’t tend to ask more than someone can give, and most find their stride in short order.

    Cinereal is powerful, and is very hard to put down. The only guaranteed way would likely be to sustain an assault and simultaneously constrain her ability to act to keep her from producing more of the ‘ash’.

    Her reputation is well established. She’s been around for eight years and in charge for six. Villains tend to run or surrender when she shows up, and the public has a strange, almost masochistic liking for her. She doesn’t talk to cameras, doesn’t see the point, abuses bystanders who are gawking rather than running, and eschews merchandising issues, yet the public seems to champion her more for it.

    Retreat really isn’t in her playbook. Even in situations where allies have fallen, she prefers to eliminate the threat and then collect the wounded, rather than change course and help them first. Those working for her know this.

    She can’t leave her breaker state voluntarily. Remaining stationary, typically after climbing to a high perch where she won’t be bothered by civilian or news crews, she’ll draw the matter to herself, absorbing it and healing her wounds. Once entering into a confrontation, she is effectively tethered to the location.     • Targeted and defeated two capes in one confrontation:
      • A shifter villain by the name of Deviant. The cape could manifest changes in reaction to wounds, but the changes were to areas far from the wound site. Deviant was shredded.
      • A weapon dealer Blaster capable of ‘machine gunning’ endless sprays of needles, punching through concrete, was torn in half, midsection pulverized.
    • Protectorate member by the name of Hydrofoil was targeted. A brute/mover cape with a personal shield that produced torrents of water in reaction to breaches, traveling by means of a personal tidal wave, was found in an apartment. The floorboards of the apartment apparently shattered, and Hydrofoil’s shattered remains were piled within the ensuing depression. Cubes, spheres, cones, etc. He can allow others to pass through these forcefields at will, or make them relatively impenetrable. He's fit, driven, and focused, but his mindset and approach to things make the big city bad for him - he's exceedingly susceptible to bad influences, particularly where partying, sex, drugs, and drama are involved. In a small town, he's distanced from the worst of that, and he remains reasonably happy. He takes on more active duty than Edict, maintaining a stricter police-PRT liason role, going on ride-alongs and ensuring the local police stay up to date.
